young brothers were among the three people killed on highway 92 in foster city. ktvu's tara moriarty joins us with more on this tragic crash, the victims and the investigation. good morning, tara. >> reporter: good morning. three brothers from redwood city were in the car that flipped not far from where we're standing. they were 12 and 16 years old. now that third brother, who is 18 years old, is clinging to life. now, this all happened about ten minutes until 10:00 last night off highway 92. that time is important to remember because if you were driving in the eastbound direction near the foster city boulevard exit, the chp needs your help. officers are looking for witnesses because they still aren't sure exactly what caused the accident. initial reports say it was a hit and run. >> i don't know how many witnesses have called in but we do urge the public to call if anybody saw what happened. it will definitely assist us in the investigation. >> reporter: now, five people were inside that car. two pronounced dead at the scene. another died on the way to the hospital. it's not known h

oakland freeway saturday afternoon. ktvu alex savidge is in oakland with the video and the search for the drivers. alex. >> reporter: and this morning the chp is investigating this freeway side show. it happened right in the middle of 880 in this area of the freeway right next to the coliseum. and it was in the middle of the day only saturday. the dangerous stunt was captured on video. this is the video that was posted on youtube over the weekend. it shows several cars doing donuts right in the middle of the freeway. at the time traffic bus brought to a standstill. the video lasts less than two minutes until someone yell out five-o. warning that chp officers were on the way. everyone hops in their cars a and takes off. they were not able to catch the people involved in this stunt. other drivers that have scene the video are concerned. >> i would hope that whoever is responsible that highway patrol or whomever do what they need to do to make sure it doesn't happen again. >> reporter: the chp has tips which they hope will lead them to the drivers that shut down this freeway. i did t

. the fire was set on purpose as part of an art exhibit. ktvu's tara moriarty talked exclusively with the artist who made that exhibit and joins us live to explain why she says her fiery exhibits are safe. tara? >> reporter: well, it sounds like the last thing an art gallery would do, set fire to art but he did and now may face criminal charges. 25,000 match sticks arranged to look like a map of the united states. >> i think it's an interesting piece for sure. i think it makes its point. >> reporter: it was created by this woman as part of an interactive art exhibit at the queens nails gallery off mission and valencia. >> the rules are different from other countries, the rules. you come here and see that people are playing with fire and they don't like this. >> reporter: she insists the exhibit was safe, that extinguishers were on hand. fire retardant was used on the walls and no one was on the top floor. officials say things got out of control around 10:00 last night. >> when insaw like two or three -- when insaw like two or three fire trucks, i thought what could be burning. >

to spend extra time in traffic. patti lee, ktvu channel 2 news. >>> and here's a quick look now outside. this is from our traffic camera along 880 in oakland. traffic is moving a little slowly tonight but it is indeed moving. moving to the south, this is the 280 interchange in san jose. it looks like traffic is pretty light there. bill martin has been tracking this latest system for us, and bill, you said this rain may linger on into the evening? >> it's going to linger, heather. like we were talking about earlier, it hasn't rained in a few weeks and the roads get a little wet. this is not a big storm, but the roads get very slick. it draws the residues to the surface and you get slick roadways. the heaviest rain has been in the north bay. there's santa rosa right now. you can see the darker greens? obviously, that's the heavier rain, just north of napa. but basically the heavier rains are widely spread. we're seeing light, scattered sprinkles throughout the area. it's sort of the same light green. you just saw patti up there by berkeley. this is a light, low-grade rainfall that's going

typical winter weather. a ktvu photographer found a lot of people on market street in san francisco had heard the forecast, ander prepared for the rain. others though, had to improvise. this was the first significant rain in almost two weeks. slick roads apparently played a role in other accidents around the bay area today. one driver had to be taken to the hospital, but the other driver walked away. the highway patrol said it responded to 33 incidents just between noon and 3:00 p.m. today. >>> as frank points out, the roadways kind of a mess. this light rain falling on the afternoon commute, or the bulk of it. you see showers still occurring out there right now. coming in close, you can see the showers mainly up in the north bay. we go into san francisco, you got light scattered showers right now. on market street. scattered showers in san mateo. east 3rd avenue. just light, nothing big. then you head towards san jose, and you've got sprinkles down there as well. you think it was a lot. the north bay did see significant rainfall to the tune of about .3, or .4 of an inch up here. that's

on a long term basis. alex savage, ktvu channel 2 morning news. >>> officer say a man was driving erratically in fremont drove up 880 through san leandro in oakland and all the way to san francisco. we followed them where officers deployed spike strips. it finally ended in south vanness where the driver was taken into custody. >>> firefighters were called to the scene when things went wrong with the display. tara moriarty joins us from the mission district with details on how it happened and why criminal charges could be filed. tara in. >> reporter: the owner of this art gallery could be in trouble for setting some artwork on fire and we should say the artwork is made out of matches, 2 5,000 to be exact. it was a map of the united states and by lighting it, it caused a lot of damage to this building. last night fire crews were called out when smoke and flames were shooting out from the building. the artist creates maps and some -- sometimes messages out of exhibits. the problem with last night's incident is that it posed a safety hazard, which caused $5,000 at least worth of damag

on crime. ktvu's alex savidge is live for us in oakland and tells us the vote came after hundreds of speakers and a heated debate. >> reporter: well, hundreds of people spoke out on this controversial topic. there were four hours of public comment. the final vote didn't company until the morning. the council approved a consulting contract with bill bratton, a man whose past policing policies have come under fire. that vote angered many people in the audience. many in the crowd reacted strongly as the vote came down just after 2:00 this morning. ktvu had the only camera inside council chambers at the time. police moved in for a short time to maintain order. there were roughly 275 people who spoke at this lengthy council meeting. the council approved a contract with bratton's consulting firm on a 7-1 vote. bratton will help come in and help with a crime-fighting plan. critics are concerned about an apressive stop-and-frisk pomcy that -- aggressive stop-and- frisk policy that some worry could lead to racial profiling. this woman voted against this. >> a vote against this is not about
